Courts Object to Broad Language in Bill on Release of Sealed Files

Protesters confront New York City police officers in Brooklyn after the death of Patrick Dorismond, the Haitian immigrant who was killed by a police officer in 2000. Mayor Rudolph Giuliani was sharply criticized for releasing sealed records about Mr. Dorismond's juvenile and adult arrests.
The court system is urging Governor David A. Paterson to veto a bill that would make it a crime to intentionally release without a judge's permission the contents of a sealed court record. The measure was inspired by one of the most racially and politically divisive events in Rudolph Giuliani's tenure as mayor of New York City - when Mr. Giuliani released the juvenile arrest record of a man who had been shot to death by police
